Given the level of remoulding Hasbro's engaged in lately it's entirely possible they could use Armada Megs' skeleton as a base to build a whole new tank-based figure. Including a different layout for vehicle mode kibble in robot mode.

Could be a budget thing. TT gave their "modern take on the G1 toy" the premium treatment.
Hasbro, though, has different priorities and higher ups may not have been super enthusiastic about budgeting Voyager money for a 40+ year old toy with joints.

I remember, back in the day (G-d I'm old), hearing that part of the first live action movie's backstory was that Optimus Prime and Megatron were brothers who ended up enemies. I remember thinking "oh that's a cool idea."
