Not necessarily. The arms and chest make up the back end of the whale, the legs are the lower jaw and tum-tum. Only a relatively thin portion of the whale's upper head and back form the robot backpack, and it looks like that could condense pretty well.

I interpreted the white part of the 'backpack' circled in blue (including that disc shape, and also the purple directly above) as his lower leg(s), as if his upper legs collapse into them.

Leaving the red section as either backpack or inside his legs or a separate accessory. I guess his lower whale jaw could be his feet.

(Looking at the 3/4 view, you may correct, but regardless, the legs and backpack as-shown seem to have way less volume than the front of the whale, while the rest is clearly the arms and chest.)

The other issue I have is that his whale mode is backwards from his traditional spacegun mode (where his arms form the 'barrel').

I mean, it doesn't look *terrible* but there's room for improvement.

(I bet some 3P company will rush out a toy based on that design and we'll at least see a prototype before the official one.)

One already made a Shockwave that turns into Galvatron’s ship. If they turn it around and change the kibble, that is basically this design.

Evan Brooks posted on the Socials a behind the scenes look at some of the conceptualization of “seaborne alt mode Shockwave”, including looks at takes on a (proper) shark, ray, and squid alt modes. Reportedly, much of the inspiration for the whale mode comes from the current comic, which features Shockwave with a fascination of Earth’s water borne creatures (particularly, whales). He further specified in a follow up on Instagram that the figure will be a NEW mold, no sharing of parts with Skybyte.
