Not necessarily. The arms and chest make up the back end of the whale, the legs are the lower jaw and tum-tum. Only a relatively thin portion of the whale's upper head and back form the robot backpack, and it looks like that could condense pretty well.
I wouldn't get too attached to specifics of that design, just the general idea.
