I interpreted the white part of the 'backpack' circled in blue (including that disc shape, and also the purple directly above) as his lower leg(s), as if his upper legs collapse into them.Not necessarily. The arms and chest make up the back end of the whale, the legs are the lower jaw and tum-tum. Only a relatively thin portion of the whale's upper head and back form the robot backpack, and it looks like that could condense pretty well.

Well, I feel validated.Reportedly, much of the inspiration for the whale mode comes from the current comic, which features Shockwave with a fascination of Earth’s water borne creatures (particularly, whales).
Chests like that do tend to sell lots of calendars.In my headcanon this design and the rest of the concepts are temporary Alt-modes from Shockwave's photo shoot he did for a Swimsuit Calendar in his college years. He was young and needed the money.
Ah, so his alt mode is actually a Klud, then.I kind of like that he looks like an alien whale. He reminds me of some of the fauna from TFTM on Quintessa. I rather like it.
