If that ever was a rule, it was a self imposed rule that didn't actually matter. It may have been a point of pride to say these Primes are special and will never get repaints/remolds but the executives really don't care about that sort of thing.
It's not a rule at all; what was said is none of the 13 (Well, 12) were designed with other characters in mind (i.e., there's no planned alternate heads or details intended to be other figures.) There's nothing stopping them from doing it in the future in the slightest. However, while that doesn't preclude Unicron Soldier being a Leige Maximo retool, it doesn't really line up for me.

Firstly it'd be weird for them to not have any alternate plans for the mold, only to have a retool show up in the immediate next wave; additionally, have we ever see a retool of an existing leader show up in the wave right after it?

EDIT: Wait, Galaxy Upgrade Optimus Prime was the wave following Siege Ultra Magnus, so there's that one at least.

Not really the same thing, but Voyager Soundwave shipped with his redeco Soundblaster back during WfC.

They don't generally release a mold and its redeco in the same wave, but it's not unheard of. As much I want Unicron Soldier to be someone else, I don't think adjacent waves tells us much.

I feel like if they just said "hey this is Bulkhead through a modern G1y Generations filter" people would have loved it, because it's a great figure, as you said.

But calling it "Prime Bulkhead" really got people expecting a certain thing that the toy just wasn't.

Still, it's a very good figure and deserves to be judged on its own merits.

It does seem like a nice design on its own. I'm not looking for a Bulkhead so I was never going to get it as that. I'm open to this figure as something I can more easily repurpose, but the way of things has specific homage A being turned into specific homage B and so on. And so far each iteration has been for a character I don't really need a new take on that I dig less than the original (Breakdown) or one that I feel is well-executed but is a character I don't really have a connection with (Heatwave, which should not be taken as a commentary on Heatwave or Rescue Bots).

There'll be other opportunities, perhaps.

Thing is, I was never that high on Animated or Prime's aesthetics (I've since warmed on Animated, but Prime's still strikes me as incredibly sauceless).

So I always wanted a Bulkhead that reinterpreted his design into something a little more "general," sort of like how RtS Lugnut reinterpreted him in what was, at the time, a general all purpose "Generations" style that was a bit removed from Animated.

When Legacy Bulkhead popped up, I was like "oh hey that's what I've been wanting all this time. Sweet."

People keep saying it's bad because it's not an accurate Prime Bulkhead and all I can say is "that's partially why I like it."

Were there only two main Cybertronian Empire mooks? There were the tank ones that we already got, and some flyers, iirc. Reusing LM's mold feels too soon, could it possibly be a different mold? Are there any accessories that would make sense to include from the comics, to be packed in with a Voyager to bump it up to Leader? I could see a green & white Jhiaxus with a new head could be possible, but that might be overthinking things.

Yeah, I don't know why they are insisting on shoving all the Primes (plus three combiners) into two years instead of the normal three, but this is one of the sacrifices as a result. Didn't they say in the livestream that this was the last wave of AotP? Could we see the next line announced at Toyfair? Or maybe that's more of a SDCC thing?
I think they mentioned something about wanting to have all the 13 Primes in the same style of box for the in-box display collectors?

They keep saying he's coming in AotP and because they're being coy you have people talking themselves up for it... and I'm like... I can't see it being anything but a minor retool at most.

There's a good chance it's just a straight reissue with his sword stamped with his personal logo. Just so he "fits."

I'd be pleasantly surprised if it's more than a modified package refresh using an AOTP box and tray. I mean at this point why bother with anything more.

Maybe they'll tweak the colors like with Metalhawk (which I wish would happen a little more with these). Use his US colors, heh. Or his gold Primus Unleashed "Galaxy Force Vector Prime" colors.

Thinking about it, they might be being coy about Vector Prime since he hasn't actually been properly announced yet and everyone only knows about his forthcoming release because of the leaked listings, and the Hasbro guys don't really like having to acknowledge the leaks in their formal presentations.

Yeah, Hasbro’s gotten “better” (for lack of a better term) in simply acknowledging that the leaks happen, and in many cases, aren’t much they can do about it. They still don’t seem to be terribly hip on getting ahead of leaks because that would mess with marketing and partner initiatives.
As is, Mark’s posting of the Nexus torso mode was one of the FEW times I can recall a member of a Hasbro development team putting forward something pertaining to a leak before an “official” announcement. And I suspect either he did it ahead of marketing, or to tamper down on the negativity surrounding the lack of combiner information in the official product images. Negativity that probably would have been FAR more subdued had fans seen the stream before official images were released.
