I don't feel like it's really a mess-up. SEGA probably just had them prioritize one mode over the other, and it wound up being vehicle mode. Probably because Sonic Racing CrossWorlds is coming out soon, too.
I remember them being pretty rigid with Nintendo on Smash Bros. alts, too, upsetting fans with Brawl (though I think they've loosened up since).
But one thing that could change?
Shoe color.

The axe is stupid and the truck mode isn't great, but for twelve bucks, it's not a bad figure. Definitely glad I waited, though. Gave him a random gun out of my parts bin just because.
My nephew loves that one, he has the Dead Prime (which he uses the trailer for), the deluxe toy style, and Devestation. I've found him swapping the cabs around depending on what sort of scene he's working on. Very cost-effective!

I got him for $15, and I am very happy with him overall. He's a great budget Prime. He honestly looks really good in robot mode, his transformation feels like an extremely streamlined version of SS86. His Truck mode isn't perfect, but it looks pretty good when paired with a trailer. I do agree that the axe is pretty abysmal.
The toy-style G1 Prime comes with two guns if you don't have one, which could give options since I've seen it cheap, though the posts need some sanding to fit in the hands for Devestation well (or anything else for that matter). But my nephew actually preferred the folding cannon that came with the Leader-Earthrise Prime mold. Not sure if it's just because the posts fit on the first try or if it was aesthetic.
