There's more to it than just the design and tooling, there's budgets to consider. They can't just manifest four deluxes out of thin air; they would have already spent time and money on next years line-up and I don't find it likely they would scrap or delay those plans so they can introduce four...

Yeah, it's kind of wild that his barebones robot mode is easily the best mode of the figure.

That said, I'm pretty sure that even if Season 2 was scripted as a 26 episode season, they didn't complete more than 18, and they're mining the last few scripts to generate the season 4 (and potentially 5) specials.
From what I understand, Power Rangers went through cycles were it was on their last legs, was about to be canceled, so they would put a lot of effort into the "final" season, which lead to the series getting renewed. It's happened at least twice (Once with In Space, and then later with RPM)
Surprising if true. Hopefully this will help with the folks who didn't care where Season 4 ended. I understand why, but I do feel people pay too much attention to the final event and not enough to the dialog.
