An ex-cop was running a Facebook page where cops were posting homophobic memes and other generally offensive stuff.
As far as I can tell, they were just being used as exotic lighting at the event. As NovaSaber says, it was likely someone not knowing what they were doing.
Sounds like, from what I read elsewhere, the UV bulbs used were ones ordinarily used for sterilizing surfaces, and thus were far too powerful for what they were being used for.
