(Yes, I am relieved that police in mainland Britain aren’t routinely armed, and hope that they never are allowed to carry guns.)

That's the problem with police gun use in general. Bullets don't know the difference between an active criminal and a bystander. A missed shot carries a very good chance of unintentionally hitting someone else, especially in a crowded area. Heck, depending on the range and type of firearm and ammo used, a shot that hits it's intended target has a chance of hitting a bystander as well.

That's also the problem with police officers. Most of the time, the cop has no more information than the bullet does.

Rule 4 of gun safety.

And this is why the standard ammo on duty is hollow points. They're not supposed to have the penetration of full metal jackets.
