Yeah, see when the terminators were first created in the 80 (as a concept.) they were a folly of run away technology. They were... not impossible, but such a ridiculous long shot that it might as well be impossible.

But it's 40 years later, and the kids that grew up on the 80's super science fiction are now weapon developers, and military technology has already swung towards drones. We HAVE terminators, but the designers found the human form to be FAR to inefficient and unwieldy for serious and significant killing.

That or w're heading for Horizon: Zero Dawn instead. (Which even had a text log of someone complaining that decades of sci fi spelled out exactly why an unstoppable war machine swarm is a terrible idea, but some obscenely rich idiot just HAD to go and do it anyway.)

The human form is the most unstoppable all-terrain design ever known to exist. It's clumsy, but it does truly everything clumsily.

Tanks are still defeated by mud. Flying drones are promising but there's a difficult tradeoff in how small and maneuverable you want it to be and how much weaponry you want it to carry. Humans can maneuver through a building and also carry recklessly too much. A humanoid robot can do that and not bill you about its bad knees afterwards.

Humanoid robots also have the benefit of being able to use equipment and vehicles made for humans, which is a lot easier than trying to literally reinvent the wheel.
