Like... did these people not realize what had brought them to the dance?
So I think this goes back to the dichotomy between the old heads and the folks running the various franchises at/for Hasbro. The upper management likely still saw GI Joe as a line of generic hero dolls action figures, and assumed that the success of ARAH was based more on aping the size of Kenner's 3 3/4" Star Wars line than anything to do with the fiction supporting the Joe line, since the whole model of 'toys being made after a franchise became successful' model had only recently been flipped around recently at that point with the loosening of regulations that had previously prohibited things like cartoons based on toys.

GI Joe also was going to kill one main character (well, I assume Cobra Commander being written out was also intended as permanent at the time), not a third of the original cast.

If Optimus Prime was the only Autobot who died in TFTM, his death might not be seen as "failing to see that kids cared about him as a character".
Popular, prominent characters like Ironhide and Brawn dying with such little focus, and Wheeljack appearing only as already-dead, is what makes it clear that the reason for the deaths (including Optimus's) was so cynical.
Knowing that the script and storyboards had even more deaths doesn't help either.

Ron Friedman was even originally instructed only to kill of Optimus. Everyone else's death was all him.
