The liberals can form a coalition with the NDP and push themselves over the 172 line for a majority; which means they technically can't be blocked; but that's it. The tories will continue to be the party of "no": putting forward no policy, just obstructing everything, so ensure passage of bills, they need the majority: but there's no one else there. So the liberals need to tow the line to make sure they drop below the 145 votes.
Bloc doesn't count; as forming a coalition with them will just piss off the rest of the country. They'll demand ludicrous amounts of money and exceptions to law and oversight for quebec and quebec alone.
