The point of clothes in those scenes is to not get pushed up to an Adults Only rating. (It doesn't count for Liara because she's not human. Cerberus owns the censor boards.)

They didn't have some crank journalist complaining about the game being a "sex simulator" without actually playing it.
Oh yeah, that whole “Journolistic” meltdown was as fun to watch as it was migraines-inducing. Some people just see an image ir a snapshot and knee-jerk into ‘yep, it’s crusadin‘ time’.
