At this point, keeping the shutdown going indefinitely just to hurt the maximum number of needy people as possible probably is the Republcians' actual goal, so you could offer them anything and they'd still say no. You could probably offer a full concession to whatever the hell their demands were in the first place and they'd still say no, after getting over their initial shock.

I guess the question is, whose votes are more valuable: People who normally support Republicans but could turn on them if they realize what's really going on here... or people who would take the concession offer seriously and use it as an excuse to turn their backs on the Democrats yet again.

This is why they're getting blamed even though it is true that they're the ones who keep voting to reopen the government. We all know the administration has been wanting some fight or another to trigger a shutdown so they can initiate those RIFs they've been dreaming about since term 1. It's why they're not jumping on the chance to say "Look! The radical left Democrats shut down the government but we got you your SNAP anyway after a so-called judge said so. You can count on us." They don't want to fund it even if they could try to take credit for funding it. Not funding it is the point. They've been wanting this to happen.
