Entirely cost, I suspect. The molds they already have can be used for no real development cost. Otherwise I don't think Hound was ever really that major of a character to be worthwhile (especially in a reissue line labelled as being from the Movie, where Hound is blink-and-you-miss-him cameo)...
All of the guys I'd actually want reissues of are probably lost molds, like the Dinobots. Or characters who weren't in the cartoon, but were important in other media, which inflated their original toy's aftermarket value, like Bludgeon or Thunderwing.
They don't really intend to deport anyone, because they'd rather exploit cheap laborers under the table. But they need someone to keep the rednecks angry, and since illegal immigrants have no legal protections to call on......
I just chuckle when I see scale between universes as a debating point. We already have Beast Wars characters in the standard scales. Clearly Hasbro isn't going to make them to scale with the G1 characters, or they'd all have to be Core-class.
My only problem with the G1 reissues is that they feel overpriced. There's no reason for them to cost so much except for nostalgia tax. And at least here, they don't ship in enough numbers (if at all) to hit clearance.
Given the size of the sword, if there are further stretch goals, I'd like to see articulated arms that attach to the stand to help support the sword in poses. Something sort of like this, but hopefully better integrated.
Republicans never solve problems. They create them, block Democrats from solving them, piss and moan it not being solved, and then manufacture more problems to repeat the cycle.
