The waist swivel could have accomplished that on its own. I think the real goal here was to make the robot chest less obvious, so the proportions seem to morph more. These designers love doing that.

The transformation is different. They totally swapped which half of the scorpion body becomes the robot chest.

Some animals are just funny by default and there's not much they can do about it. Horses are up there. So stick ponies into any story and anything they do automatically feels sillier.
