It helps that some of the Thirteen predate the canonization of the idea. Like Prima has always been a thing as the first Matrix bearer, so if you want him for that but don't want to go all-in on the Thirteen, that works.
Or if you think the Fallen from DW was sick, you can get him without...
I don't mind Barbie Doll Arcee. For better or worse that was her look. That was her identity, and probably still is the look most people think of when you bring up Arcee.
I also don't mind a buffer, more filled Arcee.

I was pleasantly surprised at how well it was received from the start, but maybe I'm just scarred from the AllSpark Discord. Way too much negativity there.
I remember when Siege was unveiled and everyone lost their minds at more G1 guys only to go "ok these are pretty good" when the figures hit shelves.
Some day, in some hopeful future, a Transformers line will be announced and people won't start doomposting.
But we're far away from that day.
The four moulds that were made were made when it was still assumed the game was coming out.
Why would Hasbro invest in tooling for more designs from a game that doesn't exist?
I heard that RDJ and Reynolds got into it. I don't think the movie's in trouble, Marvel has too much riding on this. They'll pay everyone off to work together to finish shooting and then stick the two on opposite ends of the promotional tour.
But I can't see Marvel or Disney letting this just...
The problems started in Universe 2.0, when they wanted to infuse some movie engineering and stylings into a G1 tribute line.
The Classics '06 lineup did a lot of good work modernizing stuff, but once you got into the realm of Universe Galvatron or Ironhide... yeah. I'll take the super G1...
That's what spurred on the idea. All of the other Primes have their emblems emblazoned on their weapons.
Star Convoy Optimus, on the other hand, has the Zodiac, this crystal like thing that sits in his chest. Almost like Optimus was carrying the essence of the real Thirteenth Prime.
I came up with an idea kind of tied into what appears to be AotP's story. The Thirteen are reawakening, one at a time. The second to last one to awake is Megatronus. He convinces Megatron and the Decepticons to attack the resting place of [Zeta Prime], the Thirteenth.

Crosshairs came out at the tail end of the "give the mould a new paint scheme and head" era of reuse. And sometimes we didn't even get a new head.
I don't think it's anyone's "fault," I just think the brand has moved in some very positive directions since. It wasn't long after Crosshairs came...
IIRC it was in another thread- the AotP thread I think- where @Powered Convoy was conveying a conversation he had with Rik at a convention. Nothing by way of an official interview or anything
It was a Headmaster line where they had an alligator body and multiple Optimus-esque heads. How no one- Hasbro, TT, eHobby, anyone- did it is beyond me.
That trailer has a lot going in its favour but the enemies look like generic hive mind/swarm/disposable baddies... the kind of enemies that seem kind of played out.
