I have, and have seen, the same question. I know someone pointed out that early pictures show those holes weren't that large originally and were modified at some point. So they presumably were changed for a reason. However, I haven't seen anything indicating what that reason is.

I completely forgot that both the Perceptor set and the Devastation pack are SS, not AotP. They're all Generations, and they're largely interchangeable for G1 figures, so I just don't really mentally distingush them most of the time. 🫤
