Rescue Bots may not have had Starscream in the cartoon, but there WAS a Starscream toy. But yes, you are definitely correct, a lot of continuities that have a Starscream in them don't necessarily have one on the associated show/toyline.

Starscream is famous for painting up generics in his own colorscheme while they sleep to draw fire away from himself in battle.

It makes sense. He's the "main" Seeker and one of the most famous characters of the franchise. Has there ever been a continuity that didn't have a Starscream?

Pretty darn close. The pelvis looks to be a solid piece instead of splitting like the old one, and the legs don't have the armature to hold the wings, but otherwise pretty similar.

I would like to have one (if not both) of those, but I don't $100 want one.

Oh, absolutely. I never fault them for making a new figure of a character that hasn't had one in decades just because I happen to already have it.
