I just see it as a matter of economics. There's only so much budget per wave, and re-releasing Vector Prime as-is is an easy way to fill a slot cheaply and spread some budget around to his wave mates. Maybe he gets repainted to reflect his Universe 2.0 colour scheme, his TFO colour scheme, or...
