That's because they were speaking from a Binder/Aligned mindset, as the question itself was asking if Dion had been rebuilt into Jazz since Jazz was presented as Orion Pax's best friend in the Exodus novel.

Well, there was that popular fan theory that Dion became Ultra Magnus. And the Japanese G1 manga from 1985 did have Tracks refer to Ultra Magnus as being something like a "brother" to Optimus.
