He enjoys seeing people suffer, and fema prevents large scale suffering.
I bet he can't wait for a big earthquake to hit the west coast on his watch just so he can deny FEMA assistance.
But he can just leave for a while when bad things happen, so he doesn't care if the poors suffer.
