With this Thread we can post about Arch foes in the Transformers franchise.

Let's start with Galvatron: who does people recognize as his Arch foe the most (other than himself) ?

That's an interesting one, as the early toy commercials (presumably so as not to spoil the ending of the not-yet-released The Transformers: The Animated Movie), had Galvatron (with a Tech Spec Function of "City Commander") facing off against Ultra Magnus -- which was indeed how the second act of said movie went. Marvel UK and some storybook micro-continuities continued this dynamic. Sunbow-G1 and Transformers 2010, of course, kept the Rodimus Prime vs. Galvatron angle, to the point where after Optimus died again and Galvatron went missing-presumed-deactivated for a long while in The Headmasters, Hot Rod was Put On A Space Bus despite having a Targetmaster partner in US fiction and toy shelves. It's pretty much a fifty-fifty split, in spite of the hints given in "The Return of Optimus Prime" that Sunbow's Galvatron might actually enjoy sparring (physically or mentally) with Optimus, As Things Used To Be....

If Hasbro had seen fit to maintain a US series into a fifth season, might we have seen Galvatron be overthrown by Overlord, necessitating Prime's Powermaster upgrade?

No. Overlord was, by all indications, not intended for the US market. As is, he only appeared in the European market as a result of line’s unexpected popularity surge after the the brand was shuttered for the US market.

My feeling was that, over the course of the unproduced fourth season, Galvatron would have become increasingly marginalized in favor of Scorponok. You can see something similar with the second season of GI Joe: over the course of the regular episodes, Cobra Commander and Destro were increasingly rare in appearances in favor of Serpentor and Dr. Mindbender (the current toys). Given the typical television “season”, the fourth season would have likely featured the appearances of some 1988 toys early (The Seacons, Cassettes and Quickswitch are most likely, IMO).

The hypothetical 5th Season would have started with the introduction of Pretenders and Powermasters. Scorponok would have continued as the “big bad”, likely supplemented by the Decepticon Powermasters and Doubledealer as “core villains”. By the end of the season, we’d have likely seen the initial appearances of the Micromasters and possibly the appearance of the Classic Pretenders, or at least the characters planned to be so (which likely would have made Starscream a dominant villain).

Who in the fandom...?

Well, probably Raksha, as she never did like any of the changes to the Sunbow season 1-2 status quo that The Animated Movie and Five Faces of Darkness made, and was never afraid to say so. Replacing/Reformatting Megatron and undoing Decepticon dominion over Cybertron were top of that list....

It wouldn't be necessary for Sunbow-G1, however Marvel UK readers had the additional question of "Just who became Galvatron?" to add to the whole Cyclonus question that TF:TAM's script was so apathetic about.

Once the whole slightly retconned body-horror-and-mind-control backstory regarding why Archforce is a copy of Megatron was revealed, it seemed a perfect explanation for Galvatron's insanity:
Hapless trooper subjected to rebuild and augmentation + Straxus' mind lying dormant + copy of Megatron's memories + Unicron reformatting = no need for damage at Thrull (or rather, such would make just another regulator off the rails for a whole "WHO AM I?!!" breakdown as he lay in the hot bath....)

Well, that's how things shook out (and Skyquake, a later European exclusive, would likely have gone to Japan if their G1 line wasn't in its death throes after "Return of Convoy"). A TV series holding its own against second-wave action cartoons such as TMNT might have meant more investment by Hasbro, and possibly more shared concepts (though considering that Toei-G1 seemed determined to do Its Own Thing with Masterforce, that's not a guarantee. Even with a shared English-language market, Thunderwing and Bludgeon weren't particularly pushed as Big Bads until Furman came along....)

We can't be 100% sure either way without a Multiversal Galaxer, is what I'm saying.

Probably also an increased focus on Nebulos away from Earth, as well, which would ease a "rotating out" of veteran characters without resorting to obvious death-clearances. Here to one can compare and contrast with Toei's The Headmasters (as by 1987 Japanese animation was largely priced out of most US production budgets, it probably would still be a divergent storyline, though perhaps slightly less so than what we got).

Yes, as the Combaticons were third-wave product showcased in late Season 2, and the Terrorcons were fourth-wave product introduced in Season 3, it stands to reason that the Seacons would likely have seen a mid-to-late Season 4 debut. Though without a clear rival to Piranhaking/Kingu Posaiden in the production we got, speculation can only run rampant at this point.

There's the next question, who should be the rival to the Seacons?

I ment which character does the Fandom recognise as Galvatron Arch rival?

See, because you're dealing with multiple continuities that didn't quite agree with each other on all things, and a fandom that became notorious for getting into flame wars over what time it was (now there's a deep Usenet cut), and a period where the various media were becoming increasingly divergent, you're simply not going to get a one-size-fits-all-answer.

I mean, to use another example, who is Scorponok's rival/archnemesis?

-Fortress Maximus (toy scale, Headmasters 4-issue limited series, "The Rebirth")?
-Ratbat (as the two came to blows-between-armies during the Underbase saga)?
-Optimus Prime (Marvel Comics after issue #50)?
-Chromedome (Transformers: The Headmasters)?
-Ultra Magnus (early IDW-2005-G1)?
-Grimlock (because Furman)?
-Shockwave (on general principle)?

All of these could be correct -- and somewhere is likely one not listed.
