Should the speakership go to someone who cannot be president, then they are removed from the succession line. Basically, it'd just skip over Elon and go to whoever is next on the survivor's list.
There is nothing legally keeping them from voting him as the Speaker, aside from anyone with even a quarter of a brain not wanting the job.

However, Trump is getting really pissed off at the "President Elon" jokes and we all know how he reacts when someone steals his spotlight. There is a bit of a campaign to send letters to Mar A Lardo addressed to President Elon, the kind of thing that really makes Dorito Grampa angry. I can see their relationship souring as Trump's time continues. He is a man who demands constant worship and when people turn against him due to everything going to jive, he's going to lash out. Elon is also one to not take jive from anyone and the second the Tangerine Nazi raises his voice, he'll hit back.
Frankly, I'd love to see the two of them fighting. Worlds worst cat fight, yes, but keeping the both of them distracted and at each other's throats can only be good for the world.

Excuse me, it seemed that individual states implemented lock-downs during covid, not the CDC and health department. Fauci recommended things but he had no power to implement them. It's why the covid response was SO different in Washington State than it was in Florida. The lock-downs also likely saved thousands of lives. Of course I wouldn't expect a Gaetz to understand any of that, he was busy chasing underage girls while he should have been voting to help his constituents.
