I think you may be safe. SS '86 Hot Rod was a Voyager, despite being Deluxe sized due to the budget they poured into him.
And this line seems priced to move three Deluxes in a set. Three Voyagers would make this whole thing more expensive then it already is, and it's already nearly $100.

If I were in charge of designing an expensive exclusive set using Devastation Op, I'd do a two pack of that and the Legacy Deluxe with all the sticker details painted. And if I needed to throw in something else to pump up the price, I'd throw in a trailer. Just one, like the Chronicle set.
