Well...no. But, if you wanted, you could say it's kind of a reference to the idea that most "Captain Hooks" in different Peter Pan adaptations are usually metaphors for the Darling's Father. A lot of the times, the Father and Captain Hook share a actor, because Hook is a twisted reflection of "adulthood". The kids see their Father as a "villain", so he's a pirate in Neverland. So, it kind of works on that level...if you squint.
The picture really isn't that accurate, anyway. Because while the others you could kind of see it if you tried, there's no way that Ursula wanted to "give the people a voice". That's not what she was trying to do at all. It's cute wordplay, but it in no way reflects what was going on in the movie, or even any expanded universe stuff.
But, no one's perfect. Not even in official Disney media!
