So Party Wallop, there's two ways we I can do this:
1) The Allspark drifts through the multiverse into the 1987 TMNT universe and brings the Party Wagon to life, it uses mutagen as fuel and initially hunts mutants, it then recognizes their sentience and it allies with the Turtles, it functions as a guardian for the allspark. Meanwhile dimension crossing Mercenaries pursuing the allspark arrive. Krangs intercepted the allspark and it transforms the Technodrome into a Shredder robot.
2) Post 2008's animated film: Turtles Forever, the Technodrome lands in the G1 universe and takes scans of Tracks and Blaster in New York City (post 'Auto-bop'), Krang intends to build an army of Metalhead 2's to bring back to his universe given his footbots were recycled and he was forced to put them in mothballs given their questionable loyalty, he is observed by the Decepticons who take interest in the technologies of Dimension X, Triceratons, Utroms and Federation. They give Krang their tech and energon. He uses the Party Wagon as a template.

Both of those are fun. I don't know which I like better as I'm not up on all things Turtle.

And now that Animated Slipstreams among my army collection, I figure she is Cyberverse Slipstream reborn with Windblade's design. Basically pre Cyberverse show, Caminus was an exclusive all female fundamentalist colony, Windblade and Slipstream were part of the Mistress of Flame's honor guard and when Megatron slain her, Slipstream backed the winner and took the rest of the honor guard to the Decepticons where they were absorbed into the seekers. Now after Cyberverse she's reborn, takes her default body and can't take revenge on neither Bludgeon who killed her or Starscream who killed the seekers given they're dead.

In my personal version of events, borrowing from IDW's MTMTE, I imagine Galaxy Shuttle, Overcharge, and Doubledealer as former members of the Triorian Guard on Cybertron. They were an elite unit, the cream of the crop, frequently serving Nominus Prime.

Galaxy Shuttle, also known as Gravitas, was once a formidable warrior of the Primal Vanguard before his third mode emerged. In his earlier days, he reveled in splattering organics, and his appearance was much darker. Recruited personally by Nominus, he became the Prime's personal transport, shuttling him and alien diplomats across Cybertron and beyond. His new colors and altered visage rendered him unrecognizable, and Mnemosurgeon Mindwipe erased his past as a ruthless killer upon his request, although he forgot that detail. Following Nominus's death, Gravitas departed Cybertron and continued working as a transport, later embracing Autobotism after witnessing the Decepticons devastate an Odessix colony.

Overcharge, originally known as Warload, was mass-produced by an unknown entity and discovered during an archaeological survey of a Cybertron sublevel. He was upgraded with contemporary Cybertronian technology, including a brain module and a white spark core, and served as a template for a sparkless army. Struggling to recognize his own individuality, he served the Triorian guard until Nominus's demise. Afterward, he observed the conflict between the Autobots and Decepticons, ultimately choosing to align with the Decepticons, though he rejects the cult of personality surrounding Megatron. He is the only Decepticon to evade the DJD, having spent considerable time exploring uncharted space for his creators.

Double Dealer, originally named Janus, was a confidant of Nominus Prime known for his cautious approach. After Nominus's death, he left Cybertron to work as a mercenary. He maintains friendships with both Optimus and Megatron and stays in personal contact with them, despite having arrest warrants issued by both factions. During his time under Nominus, he upheld apartheid, but his perspectives have shifted since his beast mode manifested. He carries a Fullstasis game with him and often discovers that an unknown player makes moves in his absence, although he has never managed to catch the player.
