Joes in S5 Stranger Things. Who's the third guy? Rock n Roll is blonde and Breaker doesn't have a beard.
Is it the British leader of Action Force, Flint?
I'm not sure who's who, but here's a clearer picture of the real thing:
Oh wow, nice pic check! And, yeah, the visor thing looks right to be that Hawk, shaded non beard and different suspenders aside.
That first year, I think only Flash, Short Fuse, Grand Slam and Hawk had the visor. Short fuse has different straps, and Flash and Grand Slam have their big chest pads, so it about has to be Hawk. Unless the artist just assumed all the figures with helmets had visors...
GI Joe is still chugging along! Right now, feels like retail is just catching up to announced products, but Toy Fair is just around the corner.
Meanwhile, copying from the TMNT thread, Playmates is doing a crossover line with GI Joe, with full vehicle support.

Due this spring, probably going to be revealed before too much longer with an April 2026 release. Coming from Playmates, these are looking to be "TMNT scale" rather than classic GI Joe 3.75" scale. I'm actually a bit surprised at the breadth of product on deck. Almost makes me wonder if Hasbro isn't eyeing licensing out the "kid" GI Joe stuff while they continue focusing on Classified.
It's like, I got complaints on some of the character interpretations (Snake Eyes should have gone to Raph, Leo should have gotten Duke, Casey Jones feels a better selection for Roadblock, Cobra Shredder is just unimpressive to me), but they also work in that weird "marketing mandated selections" that drove the old crossover TMNT stuff in the 90s. The turtle-fied vehicles are quite impressive to me, and I suspect there's a Foot/Cobra Vehicle that got cut off in one of those images. For a cross over thing, Playmates is putting a LOT into it.

Splinter as Duke? He's got the nose for it. Since noses are called Dukes, haha
Why Dial Tone? Why not Mainframe? Dona-Tone? Is that shading or does he have a mustache in the toy pic?

Irma as Baroness fells like something there would be very specific fan art of already.
Dialtone is the really weird choice (and the lack of Duke).
My main thoughts are:
1) Bebop and Rocksteady as Dreadnoks just look like normal Bebop and Rocksteady.
2) It looks like there's a window in the Helicopter set to show off a figure but no figure visible.
-ZacWilliam, trying to match up characters and all I got is Rat King Zartan, but then that's more matching-up effort than Playmates seems to have done.

Leonardo looks like a perfect fit for Snake Eyes (due to the katanas). Great choice.
I need to retract this and issue a formal apology. Leatherhead Zartan is clearly the correct path.

So they made April into Scarlett and included her with a vehicle, when they could've gone with Cover Girl who is a vehicle driver?

I feel like early on in the TMNT/MotU line they had really good hand on the clever match-ups, but like the last wave or two of those and all the X-over lines since MotU and Turtles whoever is planning the lines hasn't had quite as good a geeky-smart handle on how to mash things.

I'd say "Masters of the WWE Universe" had the best mashups, obviously done by those who knew and loved BOTH franchises.
Of course, that worked because both brands have a robust stable of characters, while Turtles have just their core cast to apply to G.I. Joe's massive rank and file.
