Have to disagree with Zaku. In my mind, what you're describing is a feature, not a bug.

It's simple fun. I got it for Xmas and beat it in a day-and-a-half on Easy.
Your basic turn-based movement and combat formula on a grid.
Not much replay value, not much more advanced than a mobile or flash game besides the graphics, but I enjoyed it for what it was.
Camshaft's unpublished Tech Specs and Universe-style bio also describe his ability to punch in vehicle mode, so it's likely that was intended as the "battle mode" design.
