I think that was deliberate -- or at least thought it was -- despite the occasional inconsistency, if I remember correctly. Think back: Originally, Fort Max was a more normal-sized guy. Later, they up-sized him, and created Cerebros as a sort of intermediate mode between Galen and Fort Max...

Update: Found the costume designer on Instagram: So, I guess I'm finding a different hat. I'm actually thinking of doing a custom hat band for it, rather than mimicking Knuckles', but I have no idea where to begin on that. (The Concho hat bands ZakuConvoy mentioned will be a "Plan B.")
