Add smaller vehicles that Devy can use as weapons. Say, a steamroller that becomes a hammer, or a borer that attaches to (or replaces) his forearms as a pile bunker. Use the right tool for the job.

I got Siegewave on clearance for about a Voyager's price and felt he was pretty good for that. He can do a pretty good Darkseid pose with his arms behind his back while he floats around on his platform.
