Pfft, to be a real Dragon Ball figure, it'll have no swappable hair. You'll have to buy all the many retools to get all the different hair variations, and none of them will be interchangeable between bodies. :p
I think he thought Donocropolis was talking about this figure in regards to the spherical-ness of its altmode rather than the quality of its robot mode.
