Having now rewatched the trailer on a bigger screen, I think the sabers of the new baddies are actually orange rather than red (except the one near the end with the double-bladed saber that's pretty clearly an Inquisitor). No idea what that means for their faction/allegiance.

They've been making the "we're a republic, not a democracy" argument for a hell of a lot longer than that. At least going back to the first W Bush administration. It's how they justify governing as if they have a mandate even when they win by the slimmest of majorities.
