This is by design. They can have their characters seem as vulnerable or powerful as they need without having to be constricted by past canon. It's a genius writing...
The "great" thing about super soldier powersets is that they're pretty vague so the writer can tone them down or up depending on what's needed. You can't have a consistent power set if the writer never establishes the limits!
