Hasbro was busy spending silly amounts of money on other projects at the time. As far as they knew Transformers was just a fading fad and they were looking towards the future. By 2001 things were a little different and they were willing to spend money on a stopgap to keep the brand going.
I don't blame Hasbro for not doing it. The DOTM Ark shelfwarmed hard, as did a lot of the TFPrime stuff. Though in the latter's case I'm sure it didn't help that the show wasn't very accessible to kids.

Since I have zero confidence in this movie, I hope they seal Unicron in Earth just to pretend this is still possibly a prequel to the Bay series. The reactions will provide more entertainment than the movie ever could.
