Shelby was a great double fakeout. She's introduced and you're like "oh, I see, they're trying to make us think Riker is leaving and she's going to be his replacement," and then the plot of the episode happens and you realize she's actually the potential replacement for Riker when Picard is gone.

I like to think the oddity of Starfleet ships appearing to be crewed mostly by humans is explained away by the greater oddity of all the alien species that look identical to humans, like El-Aurians or the gangster planet people.
