That toy's name is actually "Black Rodimus". The name "Dark Hot Rod" came from the Japanese PS2 G1 video game that only, like, a dozen people ever played (and even less actually enjoyed).

It had to have been a prototype since there was no final toy made. But, the colors were evidently based on the leftmost character model seen below:
