Consolidation does seem to be more of a thing going now, probably on account of everyone looking at Netflix and starting their own service, thinking everyone who contributes to Netflix's numbers will also contribute to theirs. So far, that doesn't seem to have panned out.

Cloverway probably could have done something better than cousins, but I don't think anyone else could have gotten away with not making the types of changes they made at the time, anyway. It was that, or find some place that gets subbed VHS tapes...
Because some episodes (and the movie) were animated by Japanese studios like Toei, most likely.
It's kind of a meaningless distinction on the face of it, given that in Japan, "anime" is the broad term for all animated works, regardless of where it was animated.
