It was rather episodic, for the most part, but I wouldn't say it was lacking in plot. It wasn't all sight gags and was rather cleverly written for the most part. How often does a cartoon end up getting a mathematical theorem named after it?
Eh. Maybe they should have pulled a Bablylon 5 and almost completely change the theme based on the season in question. Slowly evolve it from Faith of the Heart to something more akin to the TOS theme.
Or they could have just played loud music in his direction and patiently waited for him to run out of drinkable water. Would have cost more than just blowing him up, though. C4 is cheaper than paying all those officers to surround the place for weeks.
