Tacky results with brush on varnish has happened to me. If you remember that Equestria Girls custom I did on the old forum, it happened then. The quirk with acrylic varnish is that you can reactivate it sometimes when it goes wrong and that reaction can force it to cure properly.

I missed this. I wouldn't have used Mod Podge but my suggestion would be to apply a thin, watered down layer of sealant and put it somewhere warm to dry. Varnish/sealant gets weird when it's cool and dries improperly. Also, is any of this soft plastic?
