I think they're trying to reduce the amount of plastic toys, but not eliminate them completely. Here's their Super Mario toys: Which are definitely the old style Happy Meal toys. I think it just depends on the promotion. Some properties can be done well without plastic, but some can't.

This is my first time hearing about Transform-a-Snacks, but I kind of love the concept. I would have demanded these all the time for my school lunches as a kid. I would rarely have gotten them, but I would have demanded them all the same.

that's what I usually do. I don't save many boxes, just the few that I find particularly interesting or theoretically valuable in the future, but I try to Russian Nesting Doll them as densely as possible into a Titan box.
