Based on things I've heard/read, Trump's love with tariffs actually goes back to his college days; only now he has the ability to do something about it, and the will to force it through.
More accurately, he's declared "national emergencies" and is relying on the powers granted under that status to push the tariffs. But Congress can end that I believe, so ball's still in their court, just for slightly different reasons.

That's the harder than it sounds part... but it's not an impossibility, given we already had a few break ranks on the Canada tariffs. Just not an easy or likely one. There's also the court approach too mentioned in the article, which currently is being headed by a Libertarian of all things...
