Looking closer at the Superion pic, the arms kinda look like they're made of the actual Aerialbots instead of attached to a frame. The legs, however, do look kinda frame-ish.
He did receive actual Targetmasters in the Siege line, better than those included with Quake, Needlenose, Pointblank, and Windsweeper.
Singe was released by himself as a normal retail Battle Master while Hairsplitter Shrute was released in the (admittedly tricky to get) Decepticon Phantomstrike...
