It does. It's hard to tell on phone, but the bottom image has a shot it looks like they are recreating and if you look at bebop he more prominent in the new one vs the old image. You see more of him vs little more then his shoulder.

Considering this is a set that is going for "G1 Cartoon Ark Bridge" it absolutely does. That's the only reason it's being included here. If there was a standalone official Teletraan item they could include instead then they probably wouldn't have put a non-cartoon character in the set.

He's in his full colors, as much as can unless you want a Teletraan that is half red panels.
