He's... not wearing his Super Mode boots in that concept art. His normal feet are just drawn a bit larger than how they're scaled on the toy.

Man, Transformers and G.I. Joe were on fire that year. I just remember enjoying the characters and figures from both lines more than any other at that point in time.
It's evened out a little since then, but still...
Never got to own or even play with a Terror Drome, but it remains one of my favorite villain bases of all time.
My cousin had all four of those Joe vehicles, and then some.
