He KNOWS he can make the deal fast. But also says "I have some ideas". But since ideas in his head reliably bloom into powerful solutions, we can go ahead and bank on them. IF Pennsylvania comes through.

Just goes to show he doesn't understand crime at all. Deputizing a bunch of vigilantes to fight crime won't solve anything, just get a bunch of innocent people hurt. Crimes would start back up immediately after the window ends. He also lumps in anyone who criticizes him as a criminal, which his brownshirts will take as meaning they are valid targets.
