From what I remember hearing is that RID had two Voice Directors. One wanted a Cullen sound a like, and the other wanted Kaplan to be more himself. This is why different episodes have him sounding different.

Thing is, The commandos would have to be remolded from the Combaticons. Becuase while they all had the same toys, they don't have the same appearance in fiction. Armorhide is the only one you might be able to get away with being a straigh Repaint. Mega-Octane and Ro-Tor probably could but...
