If you assume this is the biggest official merchandise for Takara-Tomy's bizzare "We'll fix any G1 contradictions!" fanfiction, it all makes sense.
The deco is great, and different enough from Star Convoy to be very cool. Do I miss Dark/SG Hot Rod? Yeah, but it’s not the end of the world. Having an Energon Shocky is a novel twist.

I try, but those comics have so much going on that I just get lost.
$25 on Time travel and/or Multiversal sheanigans.
I also want to bet on canonizing at least one awful fan mode.
They will travel back in time to canonize a fan mode in a parallel universe.
That will then have been revealed to be a real mode the whole time. 
But the real fan mode canonized in a parallel universe was the one we made up along the way...
The "Soundwave" label was a mistake.
Dang. My money was on Shockwave getting incredibly lazy with his disguises. Like, he no longer goes to all the trouble of building intricate shell bodies or anything, he just starts straight up claiming to be other people while looking exactly like himself. MAYBE a new paintjob, but even that depends on how he feels when he gets up that morning.
The manga will reveal that wars in two universal clusterwhatevers resulted in SL Laserwave and Energon Shockblast being blown to pieces. Then the Nemesis Zodiac (Yes! No! Yes!) found them and reassembled the pieces into a diminutive Decepticon named Shock-Wave, who can unleash a powerful Laser-Blast.
A future comic will absolutely reference the name mixup.
I have to say I'm warming to that Shockwave. Definitely would've been a lock if it were a suitable dark Hot Rod (or Dark Hot Rod) redeco, but that splash of green for the Shockblast look is SO refreshing. And I don't think I have this mold yet...
And then Shock-Wave finds Missing Link Nemesis Prime AND another nearly dead alternate timeline clone Nemesis Prime and merges them together through the Nemesis Zodiac into Nemesis Star Convoy…
