My guess is they're vestigial pieces of an abandoned attack mode like Roadgrabber's vehicle had.
I read this as "missing feathers" at first and was very confused.
Pretenders were always feathered. Hasbro sculpted them based on skeletal remains, but later discoveries have changed the way we look at them.
