Mostly, I think it's just nonsensical in a time-travel series that every single season (Series 11 notwithstanding, and even that bookended things with Tim Shaw...) has to have an arc (which somehow keeps coming up as relevant that year, yet is generally never mentioned again afterward). This is an element that should be used sparingly. Not all the time.
i liked how they did bad wolf and torchwood. just little name drops here and there that could very well be missed if youre not paying attention. then have them come together in the finale. and these certainly come up again later, so you may not be referring to these
I wasn't forgetting them (nor the occasional easter egg that's since been dropped), but didn't care for these either. Just because I can personally ignore them doesn't erase the nonsensical intentions behind them.
But, again, if they were just isolated incidents, that would be one thing. It's the fact that this has been done, in some form or another, every single season since 2005 (I don't really see what makes the bookends of Series 11 any different than some of the previous story arcs, either, but that's a different discussion), that's the problem.
